PHP vs. RoR (Discussion)

It seems to me Ruby On Rails is all the rage these days… what are the best reasons to pick PHP over Rails?

One thing I like about PHP is that its a lot easier to get started… on most servers, you can just change a .html to .php and start coding. Rails is much more complicated to deploy.
